Author Biography

Garvin Karunaratne was a member of the Sri Lanka Administrative Service for eighteen years. He has served as the Commonwealth Fund Advisor to the Governments of the Bahamas and Bangladesh and as Assistant Professor at the Westminster Adult Education Institute in London, UK. As Head of a major District in Sri Lanka, he was responsible for the total election process, including the registration of voters, checking their authenticity, the training of officials to hold elections, supervising the holding of elections, deciding on standards to be followed in counting and conducting the manual counting of ballots. He had to ensure that the elections were held in a fair manner, without threat, intimidation, harassment or subversion. He has excelled in other subjects like employment creation and poverty alleviation as well. His Degrees include: Ph.D.(Michigan State University), M.Phil.(University of Edinburg, UK), M.Ed.(University of ManchesterUK). His writings cover political science, economic development and education. His books are provocative and he has dared to castigate not only the US Presidency but also the World Bank and the IMF.
