Detective Inspector Mike Rowe is on enforced leave after a run-in with his superiors. As a compromise, he is asked to take one last case: a dead body in a cell at a soon-to-be-closed station.

At first, Rowe isn't interested - until he hears his estranged girlfriend Laura might be involved. He arrives at the scene only to find that shadowy figures from Scotland Yard have assumed control.
